Construction procedure in Montenegro
- UTU (Building and Urban Planning Conditions)
The first stage of the building process is to obtain a UTU (Building and Urban Planning Conditions). This document defines all the construction parameters.: the maximum building area, the permissible total area (in pounds sterling), the number of floors, the purpose of the building, the distance from the boundaries of the site, parking, etc.

- Conceptual solution
- What: A preliminary design prepared by a licensed local architect
- Term: ~30 days
- Cost: 5-15 euros/m2 (for example, 1000 m2 → 5000-15000 euros)
- Consent of the chief architect of the city
- What: Mandatory approval of the conceptual design
- Term: Up to 30 days (according to the law)
- Cost: Free of charge
- The main project
- What: A complete technical project (architecture, statics, electricity, water supply and sewerage, air conditioning, fire protection, energy efficiency, etc.)
- Time frame: average 60 days
- Cost: 25-40 euros/m2 (for 1000 m2 → 25,000-40,000 euros)
- Checking the main project
- What: An independent authorized auditor verifies compliance with the requirements of the ETA, the conceptual solution and technical
standards - Lead time: ~30 days
- Cost: 5-10 euros/m2 (for 1000 m2 → 5,000-10,000 euros)
- Building permit
- What: Official permission to start construction
- Required documents: Approved conceptual design, revised master design, proof of ownership/lease agreement,
connection permits, proof of utility bills - Terms: 30 days (legal term, practice varies)
- Expenses:
o Administrative fee: 100-500 euros
o Utilities: 40-200 euros/m2 (depending on the municipality, location and purpose of the building).
Example: 1000 m2 of living space in Kotor/Live → 80,000 - 150,000 euros
- Contracts with the contractor and supervision
The investor must hire authorized representatives:
- Construction company (contractor)
- Expert supervision
Cost: - Supervision: ~1-2% of the construction cost
- Construction: 600-1200 euros/m2 (depending on quality, finishing works and location)
- Notification of the start of work
- What: After receiving the building permit and signing the contract, the investor informs the municipality about the start of work
- Dates: 15 days before the start
- Cost: Free of charge
